Scholarship Description:

The Minorities Fellowship Programme (MFP) was launched by the Office of the High Commissioner for Human Rights (OHCHR) in 2005.
The MFP is held annually and currently has two linguistic versions: The English language programme has been running since 2005 and the Arabic language programme started in 2007. The Arabic language component began as a two-week pilot and gradually expanded to five weeks in 2011. The duration of the programmes varied until 2011, when both programmes were decided to last 5 weeks and coincide with the session of the Forum on Minority Issues.

Through the MFP, the OHCHR aims to give persons belonging to national or ethnic, religious and linguistic minorities an opportunity to gain knowledge on the UN system and mechanisms dealing with international human rights in general and minority rights in particular. The MFP is intended to assist organizations and communities in protecting and promoting the rights of minorities the fellows belong to.

The Fellows are based at the OHCHR Geneva, Switzerland. The MFP is interactive and consists of briefings on several topics (e.g. the UN system, OHCHR work, human rights mechanisms and instruments), fellows also undertake individual and group assignments.

At the end of the MFP, the fellows should have a general knowledge of the United Nations system, international human rights instruments and mechanisms in general and those relevant to minorities in particular and be capable of further training their communities/organizations.

Fellows are entitled to the following: a return ticket (economy class) from the country of residence to Geneva; basic health insurance for the duration of the Programme; a stipend to cover modest accommodation and other living expenses for the duration of the Programme.

Who can apply?

1. The candidate must belong to a national, ethnic, linguistic or religious minority group (persons who do not belong to a minority group will not be taken into consideration, even if they have close links with minority communities and/or organizations)

NOTE:
If your community identifies as indigenous, please do not apply to this programme but to our indigenous fellowship programme. Please note that the indigenous fellowship is a separate programme and has different application forms and deadlines.

2. Formal education should not be a limitation to participation in the Minorities Fellowship Programme, if relevant experience can be demonstrated.

3. Candidates should have ability, willingness and possibility to train other persons belonging to minorities upon return to their respective communities/organizations and should agree to do so.

4. The candidates must have a good working knowledge of the language in which the programme is imparted (i.e. English or Arabic).

5. The candidate should be proposed and his/her candidacy supported by his/her organization and/or community. It is desirable that the sponsoring organization has a firm constituency or membership, is representative, undertakes work on minority issues and is composed of persons belonging to minorities.

6. The overall goal of the Minorities Fellowship Programme is to offer persons belonging to minorities the opportunity to gain knowledge and skills in the field of international human rights in order to assist their organizations and communities in protecting and promoting human and minority rights. Therefore, it is important that the candidate proposed and nominated by a minority organization or community be someone who will return to his or her NGO to work in this field.

Selection process

The selection of fellows reflects a gender and regional balance. The general human rights situation in the respective regions/countries is also taken into consideration as is the situation of the minority community to which the applicant belongs to.

The selection of successful candidates is undertaken by an advisory group composed of OHCHR staff.

The Malaysia International Scholarship (MIS) is an initiative by the Malaysian Government to attract the best brain from around the world to pursue advanced academic studies in Malaysia. Talented international students with excellent academic records and outstanding co-curricular backgrounds are welcomed to apply for this scholarship and further their studies in any selected and well-established Malaysian public and private universities. This scholarship is divided into two (2) categories of study: Postgraduate and Post-doctoral Studies

ELIGIBILITY CRITERIA

To be eligible for Malaysia International Scholarship (MIS), applicants must fit the following criteria:-

Not be more than 40 years of age during application.
Obtained a minimum of Second Class Upper (Honours) or a CGPA of 3.5/4.0 at Bachelor Degree Level for Masters Degree applicants and for PhD candidates must possess CGPA 3.5/4.0 or very good result at Masters degree level in a similar field of intended PhD study. In addition, for post-doctoral programme, the selection will be evaluated based on the number of books produced, refereed/non refereed journals, portfolio and patent copyright. The Post-Doctoral candidate must have excellent reputation in research and possesses knowledge related to the research to be carried out.
Took one of the following English Language Proficiency Test not more than two years before the date of application. The list of tests and minimum scores required:
IELTS Academic Test with a score of at least 6.5; or
TOEFL paper-based test with a score of at least 580 or computer-based test with a score of at least 230 or internet-based test with a score at least 92.
In excellent health condition and certified by a Certified Doctor/Medical Professional. The cost of medical examination is to be borne by the applicants.
Wrote a proposal that is relevant to the needs and interests of Malaysia (research-based programme only).
Has applied for and gained admission to postgraduate and post-doctoral studies in Malaysia (conditional letters of offer will be accepted at the time of application or has a confirmation of acceptance or affiliation with the universities in Malaysia).

GENERAL CONDITION OF AWARD

Scholarship holder must undertake full-time studies for postgraduate and post-doctoral studies at a campus of Malaysian Universities.It is the responsibility of the scholarship holders to confirm admission to the university.
Scholarship holders must not change their programme during tenure of the scholarship except with written permission from their university and the Ministry of Higher Education Malaysia.
Scholarship holders must follow the approved programmes and abide by the university’s rules, regulations and codes of conduct.
Any suspension from the university will result in immediate suspension of award. Monthly allowances are not payable during suspension, including suspension due to illness.
It is the responsibility of successful candidates to apply for and meet the requirements for the issuing of an appropriate entry visa including medical examination. The offer of the scholarship does not guarantee the granting of a visa.
Scholarship holders must maintain satisfactory progress and good standing as stipulated by their host university and degree programme, or the scholarship will be withdrawn.
The scholarships are tenable in Malaysian universities and research must be carried out in Malaysia.
Scholarship holders are not allowed to take any paid employment during their tenure unless with written approval from the host university.

The 3rd edition of the new Masters Programme in Risk and Emergency Management (REM) is being offered by the Understanding and Managing Extremes (UME) Graduate School of the IUSS Pavia to train graduates and professionals in the assessment, mitigation and management of extreme events, with a particular focus on those arising from natural hazards.

The unique characteristics of the programme include the broad, interdisciplinary curriculum that includes topics of statistics and probability, law, economics, resource management, natural hazards and risk, finance, insurance, sociology, communication, psychology, public health and medicine, and the innovative teaching structure which allows renowned lecturers from around the world to make up the teaching body.

Application Procedure

Interested applicants are asked to register with the IUSS online application system , using a valid email address.

A message will be sent to the provided email address, with a verification link, which will take you again to the application start page. At this stage you will get a second message with a password. At the end of this security procedure, you will have a username (i.e. your email address) and a password to enter the online submission system and start your application.

You do not need to compile the application form all at once, as long as you ‘Update your application form’. Any new information introduced will remain stored in our database and will thus be fully accessible the next time you log in. You will be able to delete, edit or modify any previously entered data.

In order to complete the application form you must upload the following documents (see Application Requirements below for more detailed instructions):

MSc Degree

By submitting your Application you are officially confirming your interest in applying to the REM Masters Programme for the next academic year, beginning in September 2, 2013. The applications for the academic year 2013/2014 will open in November 2012 and will close on February 28, 2013, at 12:00, Italian time.

Within four weeks of the submission deadline, all applications will be reviewed and assessed by the REM Programme Assessment Board, and the list of successful candidates will be posted within April 30, 2013 on the IUSS Online Board.

Application Requirements

The minimum requirement to apply for the REM Programme is a University Degree, preferably in Engineering, Geophysics, Physics, Economics or similar. Professional experience in risk assessment, mitigation or management will be favourably evaluated. Admission to the programme depends on academic qualifications, past professional experience, reference letters and English proficiency, all of which should be included in the online submission procedure described above.

During the online application procedure the applicant will also be asked to indicate the name and email address of three referees. The online system will automatically contact these referees in order to obtain the reference letters. The applicant may enter the system at any time before the submission of the application to check whether the reference letters have been submitted or not.

Note that the degree certificate(s) should explicitly indicate attended modules and grades obtained. If the documents are not written in English, a translation of their contents is requested.

With respect to English proficiency, applicants are asked to submit any documents attesting that they possess adequate proficiency of English language. Such documents may consist of:

a score of at least 88 (internet-based exam), 230 (computer-based exam), 570 (paper-based exam) in the TOEFL test;

a score of 6 or more obtained with IELTS;
a degree obtained in an English speaking environment;
other test scores that may be regarded as equivalent to those listed above.
When required, the applicant, or the indicated referees, may be contacted with a view to obtain further information. As a general rule, MSc applicants will not be interviewed.

If an applicant is admitted to the programme, he/she will be asked to send original copies of the aforementioned documents to the IUSS Graduate Office by post.
